Disability Benefits – European Union (Overview)

The European Union includes many countries with different disability benefits systems, but they share some common themes:

  • Social insurance or pension-style disability benefits
  • Means-tested social assistance
  • Health coverage connected to national or social insurance systems
  • Implementation of the UN Convention on the Rights of Persons with Disabilities (CRPD) and EU-level accessibility directives

This page is a regional overview. Detailed information should live on country-specific pages.

While details differ, many EU countries have:

  • Disability pensions – based on prior contributions and assessed work capacity.
  • Social assistance benefits – for people with disabilities who have low income and limited contributions.
  • Care or attendance allowances – to help with extra costs or to support people who provide care.
  • Housing and transport supports – discounts, adaptations, or specialized services.
  • Personal assistance and community-based services (though availability varies widely).

Even within the EU:

  • Eligibility rules, benefit levels, and access to services are country-specific.
  • Some countries have strong local authority systems; others are more centralized.
  • Cross-border issues (moving within the EU) can be complicated for disabled people.

This page should eventually link to:

  • Country pages like /benefits/eu/germany, /benefits/eu/france, /benefits/eu/poland, etc.
  • Regional or language-specific guides where relevant.

If you live in an EU member state:

  • Create or expand a country page describing main disability benefits, health coverage, and support services.
  • Include links to official government sites and disabled people’s organizations.
  • Note EU-level protections where relevant (e.g., accessibility directives, rights while traveling).
  • Flag issues that are especially important for disabled migrants, asylum seekers, and cross-border workers.
